CONSORTIUM HOSTS REVENUE SHARING DISCUSSIONS
The Boulder County Consortium of Cities is serving as the umbrella group for revenue sharing discussions between Louisville, Lafayette, Longmont, Superior, City of Boulder and Boulder County, the Consortium’s so-called Revenue Stability Working Group. The discussions are in very early stages but are aimed at reducing competition for retail sales taxes that pit communities against one another to attract revenue producing development.
CODE REVISION CONSIDERING MORATORIA RULES
There are many issues arising during Boulder County’s two-year long rewrite of the Land Use Code. One that emerged recently is the revision to section 17-500 regarding County Commissioner authority to moratoria on development. The new language greatly broadens the commissioner’s authority, conditions under which a moratorium may be imposed and appears to allow for extensions beyond what state law allows. The suggestion by thee County is that these new provisions simply ‘clarify’ what is currently rather vague and potentially misunderstood language. Several public meetings have been scheduled around the County to seek comment. Boulder County does not approve subdivisions (hasn’t since the early 1970’s) so these provisions, if enacted, would likely fall on individual property owners.
