METROPOLITAN SERVICE DISTRICT HEADED FOR VOTE IN NOVEMBER
On August 23, 2005, the City Council reviewed the metropolitan service district (MSD) plan submitted by the Panattoni Development Company for Harvest Junction. This is the first MSD proposal since the Council approved the concept for such districts earlier this summer. In order for the Council to approve any MSD, it must find that the development is unique and the cost of infrastructure extraordinary. In its submittal Panattoni noted that some of the public improvements (drainage, lift station, bridge) were not typically found in development projects and that proposed commercial uses would be positive additions to the City’s commercial base. The service plan allows debt of $13 million with the initial bond offering of nearly $9 million that would be repaid by property owners. The proposed development, located on land along the Ken Pratt Extension has little infrastructure in place, increasing the cost and difficulty of development. The Council unanimously approved the MSD on August 23, 2005.Lowes, Petco and Michaels Crafts have already agreed to be part of the project. Landowners in the District will vote on the MSD creation in November. Longmont has only allowed one other such special district when the Clover Basin neighborhood voted to pay for a needed fire station.
