BARA ENDORSES STATEWIDE REFERENDA C & D REALTORS® ARE BEING ASKED TO VOTE YES ON C & D
At its July 2005 meeting, the BARA Board of Directors voted unanimously to support a YES vote on statewide referenda C & D, also known as the Colorado Economic Recovery Act. The referenda were passed by the state legislature in May and endorsed by Republican Governor Bill Owens. The proposals have broad bi-partisan support across Colorado.
Referendum C: allows the state government to keep and spend all revenues collected from state taxes for the next five years (estimated at $3.7 billion). Revenues would be spent on K-12 public schools, higher education, health care, and if referendum D passes, transportation projects. It also set a new cap at the highest level of state tax revenue reached between now and 2011. It allows the state to keep and spend revenues up to that new limit, and adjusts the limit upward for population growth and inflation from that year on. Referendum D: authorizes the state to issue up to $1.56 billion in multi-year bonds. The money would be used for up to $1.2 billion in road and bridge projects, $147 million for repairs and maintenance of public school buildings in poorer districts, up to $50 million for repairs to state university, college and community college buildings, and up to $175 million for pension funds for firefighters and police officers. Referendum D only takes effect if Referendum C also passes.
