PLANNING COMMISSION APPROVES 2005 COMP PLAN UPDATE
The Louisville Planning Commission revised and approved the 2005 Comprehensive Plan Update on June 14 and sent it on to City Council for final adoption. Although the City’s consultant recommended a 32 percent population increase over the next 20 years, the Commission approved only a 20 percent increase over the current population during the next two decades. The increase projects a buildout population of 22,926 residents, an increase of 3,846. That change represents a 5 percent increase in current city zoning entitlements. New housing development will target underserved populations including low income and entry-level residents by encouraging high density, mixed-use projects. Other provisions address multi-modal transportation improvements, transit oriented development, commercial development, creation of community activity centers, and phased development plans considering a variety of fiscal impacts. City Council held its first public hearing on the Update on June 21 and will continue the public hearing on July 5. Final adoption is expected in early August.

CONSULTANT HIRED TO CREATE URBAN RENEWAL PLAN
The Louisville City Council approved hiring a consultant in mid June to draft an urban renewal plan for the redevelopment of the T-shaped Colo. 42 corridor. The corridor will be the site of the city’s transit oriented development associated with commuter rail service resulting from RTD’s successful FasTracks ballot last November. A recent city study declared the area blighted, making it eligible for designation as an urban renewal district and giving the City Council the ability to condemn property through eminent domain if necessary to initiate redevelopment. The subject properties are generally west of Colo. 42 to Main Street, bordered by South Boulder Rd. on the north, bordered on the south at Elm St. Properties north of South Boulder Rd. approximately ¼ mile east and west of Colo. 42 are included in the revitalization area, creating the “T-Shape” of the renewal district.
